Becoming NetCar driver herself, Trudy goes on a crusade to find and stop the s...。故事的舞台在现代的意大利，政府机关“社会福祉公社”表面上是收容重伤残障的少女、给予医治和职业训练的福利机构，实际上却是对收容的少女进行义体改造，并投入药物洗脑，使她们成为对抗恐怖份子的尖兵。每位少女都搭配有一位辅佐官，这种组合被称为“fratello”，是意大利语中“兄妹”之意。少女们对辅佐官都具有（制约造成的）混合了爱情及亲情的绝对忠诚。与社会福址公社敌对的是被称为“五共和国派”的恐怖组织。该组织的政治诉求是响应以意大利北部为据点的“北部同盟”（Lega Nord）党首Umberto Bossi所提倡的，意大利北部8省与中部3省应该自意大利共和国分离独立的主张，并依此实行武装抗争运动（但在现实中的意大利并无此组织，真实存在的北部同盟也不支持恐怖活动）。。
