影片为《东北警察故事》前传，讲述一名嫉恶如仇的刚正东北小警察李红旗（谢苗饰）在一次相亲中，意外发现当地涉黄恶霸的存在，随着调查深入，一个以毒品控制及压迫女性的地头蛇恶霸团伙浮出水面，还公然挑衅警察，而且他不曾想到自己最好的兄弟也牵扯其中……面对一个个无辜受害的女性，一群禽兽不如的罪犯，李红旗决定死磕到底，势必铲除这颗“黄色毒瘤”。。大龄青年阿福（毛永明 饰）品行端正，却一直没找上对象。乡下姑娘阿秀（夏菁 饰）妈因为欠了张贵方（凌云 饰）的债，阿秀被张胁迫至阿福家，明义上是给阿福介绍对象，实则想利用阿福家做“据点”从事非法生意。阿秀不忍欺骗忠厚的阿福，但摄于张贵方威胁，一直难以开囗。来串门的于虹（孙海虹 饰）是阿福早年同学，她的几次欲言又止引起阿福关注。原来，于虹的男友出国后抛弃了她，生性要强的于虹最终选择了出国打拼。阿福单位会计江燕萍（严荷芝 饰）穿梭于几个单身汉之间，弄得几个男人为此争风吃醋。张贵方拿阿秀做诱饵，把她又介绍给暴发户胡斌（沈伟良 饰），阿秀不堪胡的流氓嘴脸，急切盼阿福搭救......。A brother and sister move into an old seaside house they find abandoned for many years on the English coast.
